Technical Delivery Manager

We are looking for an Technical Delivery Manager to join our team at Flint.

The Technical Delivery Manager is a senior, cross-functional role responsible for bridging commercial opportunity and delivery execution. Reporting to the Chief Operating Officer, the role leads all technical pre-sales activities and provides technical leadership and delivery assurance across client engagements. The position plays a critical role in shaping high-quality, commercially sound proposals and ensuring successful translation of agreed scope into delivered outcomes.

The role combines strong technical credibility, commercial acumen, and delivery leadership. The Technical Delivery Manager will work closely with sales, delivery teams, and senior stakeholders to develop business cases, define scope of works, and coordinate internal reviews, while also supporting projects through hands-on technical leadership and project management where required to ensure successful delivery.

Main Responsibilities

Pre-Sales & Commercial Leadership

  • Own and lead all technical pre-sales activities in collaboration with Sales and the COO
  • Analyse client requirements and translate them into clear, feasible technical solutions and delivery approaches
  • Develop and contribute to business cases, including solution options, assumptions, risks, dependencies, and cost models
  • Produce, review, and validate scope of works inputs for proposals, ensuring clarity, completeness, and deliverability
  • Define delivery methodologies, resourcing models, timelines, and governance approaches for proposed work
  • Coordinate internal reviews of proposals, engaging technical, delivery, commercial, and executive stakeholders
  • Ensure all proposals align with organisational delivery capability, risk appetite, and strategic objectives
  • Act as the technical authority during bid responses, client presentations, and clarification phases

Delivery & Technical Leadership

  • Provide senior technical leadership across active projects to ensure solutions are delivered as designed and agreed
  • Act as a bridge between pre-sales commitments and delivery execution, ensuring continuity and clarity
  • Support delivery teams in interpreting scope, assumptions, and success criteria defined during pre-sales
  • Serve as a senior escalation point for technical, delivery, or scope-related challenges
  • Identify and proactively manage delivery risks, issues, and dependencies
  • Support solution assurance activities to maintain quality and architectural integrity

Stakeholder & Governance

  • Work closely with the COO to align delivery execution with operational and strategic priorities
  • Contribute to delivery governance, assurance, and portfolio-level reporting as required
  • Build strong working relationships across Sales, Delivery, Finance, and Executive teams
  • Capture and apply lessons learned from pre-sales and delivery to improve future proposals and execution
  • Support the development and continuous improvement of delivery frameworks, standards, and tools
  • Promote best practice in technical delivery, project management, and governance across the organisation

Required Experience and Skills

  • Proven experience in a Technical Delivery Manager, Technical Project Manager, or similar senior delivery role
  • Strong background in technical pre-sales, including business case development and proposal support
  • Experience delivering complex technical or digital projects in a client-facing environment
  • Demonstrated ability to operate across both commercial and delivery functions
  • Experience working with senior stakeholders, including C-level or executive leadership
  • Strong technical understanding with the ability to translate complexity into clear outcomes
  • Excellent written communication skills, particularly for proposals and business cases
  • Solid project management capability, including planning, risk management, and delivery control
  • Commercial awareness and ability to balance scope, cost, risk, and value
  • Strong facilitation and coordination skills across multi-disciplinary teams
  • High level of ownership, accountability, and attention to detail

Performance Metrics

  • Quality, accuracy, and win-rate contribution of technical proposals and business cases
  • Timeliness and effectiveness of pre-sales support and internal review coordination
  • Successful transition of scoped work from sales to delivery with minimal rework or scope creep
  • Delivery outcomes against agreed scope, timelines, quality, and client satisfaction
  • Timely reporting and adherence to policies
  • Reduction in delivery risk through early identification and mitigation during pre-sales
  • Stakeholder satisfaction, including sales, delivery teams, and executive leadership
